Our Mission

The East Bay Broadband Consortium (EBBC) brings together community, government, and industry to expand access to fast, reliable, and affordable broadband.


The East Bay’s digital divide is stark.

Tens of thousands of households lack access to reliable, high-speed internet, with residents in low-income communities disproportionately unserved.

California is amidst a historic opportunity to close the digital divide. NOW is the time to connect.

Our Work

Join us as we ensure the East Bay Broadband Consortium to ensure our community’s voices and lived experiences guide this generational opportunity.

  • EBBC unites cross-sector stakeholders, including government, business, education, workforce, health, housing, and grassroots organizations, to facilitate regional coordination, foster collaboration, and develop innovative solutions for broadband expansion.

  • EBBC grounds in community truth, leveraging best practices from to collect data at scale, identify gaps, and inform strategic planning across the East Bay.

  • EBBC engages local communities and regional institutions to raise awareness of digital equity initiatives and promote participation in programs that expand broadband access and adoption.

  • EBBC ensures the East Bay fully benefits from historic state and federal investments by providing technical assistance, coordinating advocacy, and facilitating the use of infrastructure and service programs (e.g., FFA Last Mile, MMBI, BEAD, E-Rate, Lifeline, CASF).

  • EBBC assists local governments, institutions, and community-based organizations with broadband planning, grant readiness, and implementation

  • EBBC advocates for equitable broadband policies and represent the East Bay region in statewide digital equity discussions.

  • EBBC supports affordable service, device access, and digital literacy to ensure all residents can benefit from a connected economy.

State Recognition Pending — The EBBC has applied for formal Regional Broadband Consortium status from The California Public Utilities Commission (CPUC) through the California Advanced Service Fund (CASF) Rural and Urban Regional Broadband Consortia Account (Consortia Grant Program).
